EU Digital Omnibus Set to Defer High-Risk AI Obligations
The European Parliament has endorsed the Digital Omnibus, pushing high-risk AI Act obligations back by more than a year. Final Council approval follows within days.
What Changed
On June 16, 2026, the European Parliament endorsed the Digital Omnibus on AI, the simplification package the European Commission proposed on November 19, 2025 to amend the Artificial Intelligence Act. The agreed text defers the compliance deadline for stand-alone high-risk systems listed in Annex III from August 2026 to December 2, 2027, and for AI embedded in regulated products to August 2, 2028. The Omnibus is a deliberate walk-back of obligations regulators had already legislated, easing documentation and conformity burdens the Commission judged premature. Council sign-off is expected within days, after which the amendment enters into force following publication in the Official Journal.

Providers and deployers of high-risk AI, including biometric identification and categorisation systems used in identity verification, fraud detection and access control.
